
Parbatya Chattagram Jana Samhati Samiti (PCJSS) or United peoples party of Chittagong HillTracts is one of the two leading political parties of multilingual indigenous Jumma people of Chittagong Hill Tracts (CHT). It was established on 15th February 1972 following the independence of Bangladesh. The founder of the PCJSS was a member of the Gona Parishad (Constituent Assembly) and the Parliament Mr. Manabendra Narayan Larma. M.N Larma formed Shanti Bahinee or peace force ,the armed wing  and went underground to spearhead insurgency shortly after he was disgraced and advised to become Bengali leaving own ethnic identity by Sheik Mujibur Rahaman the first prime minister and the father of Bangladesh. The Parbatya Chattagram Jana Samhati Samiti (PCJSS) strongly resisted ethnic cleansing policy of Bangladesh government, such as military oppression on the Jumma people and illegal Bengali transmigration to the CHT though it has failed to protect the Jumma people from Bangladesh aggression. It was M.N Larma, the founder of PCJSS who first placed demand of autonomy for the Jumma people in the Chittagong Hill Tracts. But, demands of PCJSS changed little by little after the death of M.N Larma in the hand renegade faction of PCJSS leaded by Priti Kumar Chakma in late 1983. After several rounds of dialogue with the representatives of Bangladesh government PCJSS singed a peace deal that widely known as ?œCHT Peace Treaty??in 2nd December 1997. The treaty ended a decade?™s long armed insurgency of the Jumma people.
PCJSS became a government partner: Hill District Local Government Council Acts 1989 (Rangamati Hill District Local Government Council Act 1989, Bandarban Hill District Local Government Council Act 1989, Khagrachhari Hill District Local Government Council Act 1989) and its different sections were amended. Through this passage, ?œHill District Council and Chittagong Hill Tracts Regional Council were constituted giving limited autonomy in the region as direct effect of CHT Peace Treaty. According to the Peace Treaty (clause C/2.) ?œChairman of the regional Council shall be elected indirectly by the elected members of the Hill District Councils, his status shall be equivalent to that of a State Minister and he must be a tribal????The regional council chaired by Mr.Jyotirindra bodhi Priyo Larma, the supreme leader of PCJSS was formed after the singing the treaty.
Peace treaty remains unimplemented: The CHT peace accord remained unimplemented though the accord is going step up to full a decade of period after it was signed. Instead of withdrawal of armed forces the government is sponsoring more militarization and armed forces are active against the Jummas more than ever. In fact, the CHT regional council which is said to be the highest administrative organ of CHT became power and functionless.
PCJSS also victim of persecution:
The human rights situation has been worsen too much. Even, PCJSS activists are not exempted from persecution of Bangladesh armies. Mr Satyabir Dewan, a top ranking PCJSS was arrested on February 18,2007. A source unwilling to be identified for security reasons said that the military deliberately kept arms in his house at Rangamati town and made it a pretext to arrest him. It is reminiscent of a usual practice resorted to by Bangladeshi military during the active phase of the conflict to suppress indigenous political movement. Some other innocent indigenous political and student leaders belong to PCJSS faction arrested in the recent month of 2007.
